High Visibility Enforcement (HVE)

The Milwaukee Police Department Traffic Safety Unit (TSU) utilizes High Visibility Enforcement (HVE) as a universal traffic safety approach designed to create deterrence and change unlawful traffic behaviors when it comes to Reckless Driving. HVE combines highly visible and proactive law enforcement targeting. TSU efforts will be a combined approach with visibility elements and a publicity strategy to educate the public and promote voluntary compliance with traffic laws.

Collaborative Reckless Driving Enforcement

Working in collaboration with the Milwaukee County Sheriff's Office (MCSO) and the
Wisconsin State Patrol (WSP) we will enforce traffic laws associated with reckless driving in
designated areas. The designated areas will be based on internal data, as well as community
insight, that reflects a high amount of reckless driving related offenses in that area. The intent of this deployment is not only to enforce reckless driving related traffic stops, citations, and
potential arrests, but also to reduce vehicular crashes and provide a high level of traffic
enforcement visibility.

3 E’s - TSU is committed to a community partnership with the goal of creating a safer Milwaukee by enforcing traffic laws (Enforcement), educating and partnering with the community in solving traffic problems (Education), and recommending traffic-engineering changes (Engineering).

TSU Enforcement will include:

  • Data Driven Approaches to Crime and Traffic Safety (DDACTS)

  • Coordination with officers deployed for Reckless Driving Reduction Initiative (RDRI)

  • A traffic management control center

  • Traffic Safety Speed Boards & Message Boards

  • Focus on individuals engaged in reckless driving behavior

Types of Enforcement

Saturation Patrol

TSU will be conducting enforcement in a targeted area to gain voluntary compliance of traffic laws and create general deterrence to prevent traffic violations, accidents and reckless driving.

This will include traffic stops, at a predetermined fixed location.

Wave

TSU will periodically conduct increased enforcement of reckless driving and traffic violations in targeted locations for a short period of time.

Example - Speed enforcement waves can be conducted several times a month for a few hours,  in a location identified to need additional enforcement efforts.

Integrated Enforcement

TSU will utilize high visibility enforcement strategies and elements incorporated into everyday enforcement. Integrating high visibility traffic enforcement as a standard practice lets the public know that traffic enforcement is our priority. It also assists in reducing other crimes and creates general deterrence which encourages voluntary compliance of traffic laws.

Multi-Jurisdictional

TSU will combine resources and efforts with neighboring jurisdictions, city leaders and community stakeholders.

The multi-jurisdictional approach is a critical measure in traffic safety. When multiple entities are involved it creates a general deterrence and a sense of community unity.

  • Expands area of enforcement

  • Expands media opportunities and exposure

  • Helps establish or reinforce cooperation among public safety and community partners

  • Increases visibility and law enforcement presence

Publicity

High Visibility Enforcement is coordinated and includes equal components of Enforcement, Visibility and Publicity (media, messaging and enforcement enhancing elements). TSU will be targeting reckless driving in the City of Milwaukee.

To enhance the visibility of our enforcement, TSU will use a combination of ways to alert the motoring public of our efforts.

These will include:

  • Media/Social Media stories and pages

  • Electronic message boards

  • Pop-up road signs

  • Specially marked squads

  • TSU signs on patrol vehicles

  • Specially marked command vehicles

  • Specially marked vests

  • Flyers/brochures handed out to motorist
